Civ unique Buildings do have adjacency for Buildings.However, adjacency bonuses are normally for wonders and terrain features. I don't know of any offhand for other buildings.

Not quite... its how you get more policy card slots (for your policies and traditions)... and it also gives a bonus that depends on your government type

The issue is it’s an increasing penaltyThe -5 doesn't really mean anything without the full context of what the positive modifiers are and how plentiful they are. I was simply pointing out that the more sources of positive happiness modifiers, the further you can realistically push over the soft cap before destabalizing yourself.

Policies are in the civics Trees (Traditions are the civ-unique Policies you have in the civ-unique civic tree)Oh wow, I missed that info. That's a big deal. I actually sort of like that balance though. Do you want another settlement with your excess happiness or another policy card slot? Or waiting until you get that next policy card slot before planting your next settlement.
Fewer 'currencies' that require more decisions where to spend them is definitely a plus for me.
On that topic, have we seen yet how we unlock those policies/leader bonuses trees? Are you picking one or the other? I assume it's civics tree related.

The text says:
"Religious site: Bonus Happiness to all Temples in your Empire."
The description in the image says: "Religious site: Bonus Happiness and an additional Relic Slot to the Temple in this Town. Exploration only."
Just thought you should know.
