'Ram' promotion? For melee units - decreases City Defenses by 5% or such after attacking (even if dead), requires City Raider I or II. Or a Ram melee unit, 2

More UU ideas:
Generic melee unit: Starts with City Garrison I, ideal for Maccabee fx
Generic 'Barbarian civ' unit: +X% strength when attacking from Forest. Inspiration is from ancient Germanian warfare, where a German Forest-based surprise attack could at least hinder the Romans.
Steppe Rider: Double Movement in Desert (or maybe Plains too) instead. Maybe it's crappy and very situational, but that's what we have the Gallic Warrior for, innit?
