A turn 266 CV with France on TSL.
Due to fixed starting locations, the player chose civs that are far away and easy to befriend. She also avoided culture "bosses" such as Kongo, China and Brazil. Barbarians were turned off to avoid early horsemen.
Basically, due to lack of pressure for expansion and improving tiles, she was able to save the hammers for settlers and builders to make wonders. She took monument to the gods as her pantheon and focused both technology and policies on those with wonders. With the UA to multiply tourism from wonders and computers to multiply again, she naturally built a lot of them for a total of 11. As Catherine has extra visibility, she built her wonders to the last turn, stopped and waited for an AI to be halfway through before finishing to waste the AI's hammers. Due to a lack of slots, she focused on wonders with great work slots.
The other civs did not seem to have much interest in religion and she was able to grab one for herself.
After that, she made use of her spies to steal things, upgrade them and later steal great works and destroy rocket missions.
There were also 2 national parks built.
This was found by @Boyan_Sun on the Chinese forums and he mentioned it on another thread.
@Copper_47 is the player in this game, I did not know she was on Civfanatics until just now.
