DHMO is an industrial solvent, better known as water.

More rain coming.

This dangerous and elusive by touch, substance, is generally formed when oxygen comes into contact with hydrogen in a 1 to 2 ratio of atoms for each molecule of the new substance.
If consumed it usually does not have harming effect, but this is not so if it is accidentally or hastily entering the mouth or the nose, since at such an event it will almost certainly trigger local ganglii to direct the body into a violent reaction.

I've choked on water or something like that a few times, dreadful experiences.

Some startling facts about Dihydrogen Monoxide.

Some of the known perils of Dihydrogen Monoxide are:

Death due to accidental inhalation of DHMO, even in small quantities.
Prolonged exposure to solid DHMO causes severe tissue damage.
Excessive ingestion produces a number of unpleasant though not typically life-threatening side-effects.
DHMO is a major component of acid rain.
Gaseous DHMO can cause severe burns.
Contributes to soil erosion.
Leads to corrosion and oxidation of many metals.
Contamination of electrical systems often causes short-circuits.
Exposure decreases effectiveness of automobile brakes.
Found in biopsies of pre-cancerous tumors and lesions.
Given to vicious dogs involved in recent deadly attacks.
Often associated with killer cyclones in the U.S. Midwest and elsewhere, and in hurricanes including deadly storms in Florida, New Orleans and other areas of the southeastern U.S.
Thermal variations in DHMO are a suspected contributor to the El Nino weather effect.

^Did you know that all serial killers, evil world dictators, Karl Marx, the Mongols, Huns, and Barrack Obama have willingly consumed large amounts of DHMO on a regular basis? Freaky coincidence dontcha think?

200% of people who don't consume it will die. Repeatedly.

( I do believe I may have mentioned I talk nonsense before now.)

It's also a common industrial solvent. Factory workers are commonly found with large concentrations in their bodies.

edit: Gah! J already said "industrial solvent". That'll teach me to read the OP.

^And most people choose to ignore that it is the solution in which most humans each year are drowned. Next to it there are literally infinitesimal numbers drowning in things such as lava.

Somehow I managed to misread that as gallium, which I've been playing with lately. It's as much fun as mercury without the toxicity, with the added bonus of being able to freeze and re-melt it as many times as you want! It would be possible but rather difficult to drown in gallium, since 5/6 of your body would be on top of it if you fell into a vat of it at body temperature. Not as hard as drowning in mercury though.

Does anybody know what Gollum's body temperature is, or if he's even an endotherm? He seems kind of cold-blooded to me. Anyway if his body is cooler than 29.76 C we can drop him in a vat of liquid gallium, freeze it, and leave him partly stuck in the metal. Just a thought.

OMG this dihydro monoxide sounds terribly evil and bad, we must ban it!

I heard of many people who's homes got ruined by DHMO leakage.

I've known people so badly poisoned by the stuff it comes leaking out of their eyes!

I will never again touch dihydro monoxide.

Ah, lovely hot shower and grape juice for breakfast.

The picture in the OP looks like a cities skylines game where someone has placed a hydroelectric dam downriver of the city.

We get floods where I live regularly.
This man built a house with a basement on a flood plain and was surprised when it flooded.
