District unable to conquer
I didn't see this as something someone posted yet. I have a strange one. I cannot take over a city and in this case, eliminate a civ because this district is on a raised and mountain protected spot, with no helicopter, I'm like, how the heck do I get up there?

It looks like it's on a cliff against the mountains, completely inaccessible by units. That probably doesn't prevent the owner from putting districts on it, but it probably will prevent you from ever capturing it.

It might be possible to destroy the walls with ranged fire and then pillage it from the neighboring hex, but the cliffs may prevent that.
 
That is a hilarious exploit.
 
It doesn't seem like a player should be allowed to put a district in an inaccessible spot like that. However, assuming those are cliffs separating you from the district, I think there actually is a way to get there, but it would potentially involve a lot of grind. The last Army Commander promotion in the Logistics tree says it enables infantry to attack through cliffs. I have not tested this myself, since I rarely go further than the second Logistics promotion and stick to Assault/Bastion/Maneuver, but if you can't figure any other way and absolutely must take that capital city then it's worth a shot.

Can you unpack a unit from a commander onto that tile? I'm guessing probably not because I don't know if you could unpack units onto an unconqered tile or up a cliff, but might be worth a try.

You can't unpack a unit over a cliff, but even if you could, I'm pretty sure you can't unpack a unit into an intact enemy fortified district.

I tried that, nothing seems to work. My son had an idea of an updated squadron commander, moving that to the spot, but that didn't work either.
