I doubt it is an expansion so soon. Firaxis still has work to do on vanilla. Plus the introduction of more Civs/Leaders. If they launch an expansion it technically would fall under the 4 DLC promise through the pre-order setup... meaning the expansion would have to be free to some. I wouldn't expect an expansion for at least one more full year from the time of launch and that is a generous and early estimate. Wishful thinking though.
I think you misunderstand me. I should have worded it better. This thread is about that 4th DLC and I am saying that Macedonia or Persia make sense for it, because I think it won't be until the first expansion that those other things I listed are added.
I don't want to ruin the fun, but I see a possibility that it will take much longer than with the DLC 03:
The build now only has one of those civs and it will get tested until its finished and then the second civ added to the package and tested.

I also wouldn't be surprised if this one took longer, but mostly because Aspyr is still behind the ball on the previous patch. If this one really were due out at the end of this month, Aspyr would be going from one rush job to another. But if they go in April, it gives Aspyr time to get back on solid footing so they can approach DLC04 and patch better.

In all seriousness though, I'd be surprised if it's not Persia and Macedonia, because they are, after all, in game files already
All I know is that I really, sincerely hope they don't choose Macedonia. I'll be excited for a new civ regardless, but that is assuredly the least satisfying option possible (choosing a European culture that is essentially already represented by the only civ with multiple leaders so far). I really hope it's a code name, and doesn't become a full civ.

I do not care what civilization it is, they are just numbers to me. But I do want unique game play mechanics out of them. I want something like Venice or Polynesia in V that play completely differently from everybody else. Most of the civs in 6 play out exactly the same way.

Yes n no. While no one is as radically different as Venice (yet), the differences between all Civs in VI are far more significant than they were in V.
And Norway has the skill set of Polynesia from V. That and more variety.

If we do get Macedonia, I just hope that he has some cool unique bonuses. In most ways, I don't really care which civ it is, but if they do something unique, that's more interesting. I don't really want Alexander's bonuses to just be "here's a couple strong replacement units, and a bonus that gives a combat bonus". At least give me something like "free eureka or inspiration for every city you capture" or something like that.

Yeah. He's remembered as a great conqueror because of his tactical skills and what he did with his resources available, not because the Macedonians had some magical superiority.

You gotta put that into the game in some way. Or are you saying that Harald Hardrada had some magical aura which allowed the Vikings to raid coastal lands better? Or that Teddy Roosevelt had a similar magical aura that made his armies fight better on their own continent just because he was their president and not someone else?
