Well since Ragnar is a vassal of Willem that explains some things. I believe Hannibal may be in some trouble here.

Guilds in six, nice for the grocers, but we need the horses for Knights. Peace with Asoka ends in 1 turn. We could go after him again, or try and take it to Willem while he is busy with Hannibal. Willem hates our guts anyway.
