I'd wager the players already using this modmod would be much less frustrated about the not-inclusion than the other part of the populi who do not play with it and don't want it included. You can always apply a modmod to VP, even as a noob, however modding 4UC out of VP would be impossible going forward.Any proposal that is big enough to require supermajority will necessarily be controversial. It is categorically a “big” change after all. The things that are passing with 80%+ majorities are uncontroversial little things.
Anything that necessitates a supermajority vote will not pass it in the current system. It makes the entire system otiose; we could just ban all “big” changes as out of scope and save everyone a bunch of time.

Then after integration it would have to be balanced again. It's more efficient to intergrate first and then balance with itI'd at least iron out (what I consider) the core issues of the current VP (supply cap balance, AI difficulty bonuses, severely underperforming civ kits) before considering it
