Pakistani leadership publicly requests assistance from their master overlord, China. You wanted a vassal... you got it!
The formal request was received and it will be handled swiftly and effectively!
The Politburo Standing Committee of the Communist Party of China will have a meeting to make a concrete proposal for the Chinese Communist Party Secretariat, that will then hear the opinion of the Central Military Commission of the Party. If aproved, a "
Pakistan monsoon Taskforce" will be defined in order to discuss the issue in the National People's Congress.
After the Taskforce is aproved, it will appoint the people that will head the "
Islamabad monsoons Committee". After the proper nominations take place at the monthly ordinary meeting of the National People's Congress (if the names are approved) the committee will start searching for administrative colaborators. Off course they must
all be aproved by the Central Military Commission and the State Council, with a detailed background check on all of them, in order to assure that they are good communists.
After the heads and administratives are decided, work will start. Exaustive and thorough investigations will be followed by endless debates and analysis. The end result will be that the committee will be able to submit a request of a budget approval, regarding the costs to study in details the situation in the ground. It must be aproved by the International Department of the Central Committee of the Communist Party of China, a necessary step that will allow the commiitee to start the work of
analyzing in detail and actually visiting the city. The intensive work in the following months is of the most importance as it will define the recommendation of the commiitte of the work and tasks that should be done to help the people of Islamabad.
After the report of the "
Islamabad monsoons Committee" is finalized then the actions proposed will be discussed with the Politburo Standing Committee of the Communist Party of China. If they approve, then it will have to be discussed and aproved by the Central Leading Group for Foreign Affairs, the Central Leading Group for Combating Bribery, the External Publicity Office of the Communist Party of China Central Committee, the Central Military Commission and the National Defense Commission. After the months of discussions then actions will be implemented and China will be able to say that it did a great work helping Pakistan!
Off course most of the budget will be spent in wages, meals and administrative costs (paper, etc) of the heads of the Taksforce, Heads of the Committee as well as all the administrative staff. After all it will be months and months of hardwork preparing the actions! When the technical staff arrive in the actual city, probably there won't be much left to spend but... that is life!
