They are looking back on his presidency in a more favorable light. Personally, I never liked the guy or a great many of his policies.

Do other countries not have opinions on their former heads of state? In the good ole US of A we love that sort of thing. Who was the best president, who was the worst, using them as example of what to do or not to do, etc.

Sure, we have all sorts of polls, but Approval ratings always refer to the approval ratings of someone who is presently employed in the position that is being rated.
It wouldn't make sense to give me an approval rating of "very good" in the department of breastfeeding. That was a long time ago, there is nothing to approve or disapprove there.
