Indians 31 (34 - 3) (lots of people have up voted India saying "we need someone besides Gandhi" but there haven't been that many compelling suggestions of who that should be - I'm sure India has had a lot of great leaders over their long history but they just don't have the name recognition of other civs' leaders)

Russians 9 (12-3) important nation just since 300 years - 80 years more than America. Many said that this is not enough for a second leader. I prefer a separate Soviet Civ (like Macedon) and last but not least actually Peter fits well.

English 19 (22-3) Not many choices left and out of the civs I feel this one have least to gain on getting a new leader, I mean the whole civs is already very much designed to be played with Victoria. Also docked points because I don't want the game to turn to eurocentric.

Persians 4 (3+1) A magnificent Shah for more classical and medieval variety!
Russians 9 (12-3) a Soviet leader did not fit to the religious design of the Russian Civ with the UD the Lavra and the UA which provides faith from tundra tiles. That all did not fit to a Soviet leader for Russia in this game. A Soviet Civ should get as UD a tractor factory, as UA better spies, bonus for science, UU: T-34 and Katyusha rocket launcher.
