Genghis Khan 11 + 1 = 12 (One of the mightiest leaders in world history deserves inclusion. He created the world's largest land empire out of a squabbling group of nomads and showed immense tactical and strategic vision despite not having been raised for such circumstances. He increased scientific and religious learning as well as economic power via a new Pax Mongolica in addition to making mighty strides in military affairs, where he promoted people based on merit rather than class or creed.)

Many leaders will have a war focus, but Assurbanipal and his library could go for science, while the civ focuses on war (or trade if they look at earlier incarnations of Assyria).

Kamehameha 19 (18 + 1) For me personally, I'd love to see a separate Māori and Hawaiian civ as I find both cultures fascinating, and Kamehameha is not only iconic but also crucial to Hawaiian history. In addition, Kamehameha established the Law of the Splintered Paddle, which has become the model for modern human rights laws regarding the treatment of civilians during times of war.

Genghis Khan 14-3=11 - He was surely a great warrior and a leader, but I'm just not convinced that Mongolian Civ is a priority. I wouldn't complain if Firaxis put it in game right now, but I just don't find their inclusion that necessary. I prefer Ottomans, Incans and few other Civs to be included before them. Until their inclusion, I'm okay with him as a Great General.

Napoleon 5 - Napoleon's name is also known worldwide, and he also wasn't a man that wasn't raised to lead the France. Don't forget that he was a son of an unimportant Corsican nobleman. And yet he became one of the most known leaders in the whole world. There are many similarties between him and Genghis. Also, if you say that the only thing Napoleon was known for is his military genius... Well... Does the Arc de Triomphe count as an argument?

Genghis Khan 6 + 1 = 7 (The most powerful leader on this list. To have him be eliminated now would be silly. There is no also no historical record anywhere indicating he raped people. If anything, his Yassa code forbade rape and sexual abuse of women, which were punishable by death. Genghis has many descendants because he married many women and had children by them.)

Suleiman (24-3)=21 I don't want a second return of Suleiman. He was boring in Civ5 and had a silly voice actor. Plus Ottomans aren't saints compared to Mongols (invading Europe, sexual slavery, etc). I would like to see some other sultan like Mehmed the Conqueror or Selim instead.

Genghis Khan 6-3=3 - While Mongolia is an interesting Civ, I just have the feeling it's not that needed as much as some other major Civs on this list, like Incans or Ottomans. If they will be included, I wouldn't mind it. Genghis was a good leader, a brilliant warlord and the best choice to lead the Mongol Civ... But I think I can survive with him being just a Great General for some time.
