This happens when some mod creates a tooltip named "HexDetails" (in any lua context, this kind of UI stuff is common to all lua contexts) with different UI controls & IDs.
In previous EUI version I had changed the PlotHelpManager tooltip name to avoid this type of conflict, but it creates other conflicts for mods that expect this tooltip to remain unchanged.
So either way it creates problems...
Are you missing your yield indicators too? I can only see the green dots. No orange of yellow.
I also turned tooltip delays to zero and started getting the mouseover info, but only the mouseover information for the first tile that displayed. After that any tile displayed the first tiles mouseover info.
I dashed out the IGE_Overlay.lua and xml. The tile info comes back, but the yield Icons are still off. While in IGE the will be no tile info mouse overs though.

After scouring the different threads here I got CP (v65), CBP (v11) and EUI (v1.23c) to work properly, as well as IGE, CSD, RAS and several others (entire modlist at bottom), although the main trouble with yield icons and ctd's seemed primarily related to the first three mods. Posting all manual changes needed in a single post here for anyone else seeking to set up a new game on these versions. Note that I've only played a single turn, but done a few tests and all seems in order.

At certain points during a game (always on the same turn), when I click on the 'A Unit Needs Orders' button, the game will crash and send me to the desktop. It normally happens when doing this for Great Artists/Musicians and caravans. I don't get this problem when I play without the Enhanced UI DLC.

The log is clean, no errors have been detected. If you are using a weak min-spec computer (laptop or integrated GPU), this can happen because the extended tooltips are more taxing than the base stuff. If that's the case, try disabling EUI's "ToolTip" module, that may help.

that makes sense, EUI's City View code is optimized (compared to the crummy base code) and pipelined, in order to accomodate EUI ToolTips' heavier load

I tried your recommendation, and it worked for a while until I had another crash which seems to have the same cause as the what I mentioned earlier.
In a way, I am glad that this didn't fix the issue, because now I know that I can try to play with your ToolTips and that doing so won't cause the crashes.
I'm going to try playing on another difficulty level/another civ to see if this does anything. IIRC, when I was playing previously with your DLC on a different game, I didn't have any issues.
