ah well, second dibs on japan if he doesn't appear. If he dose appear, I'll ask if he wants to claim that speech, or if I should alter it to whatever nation I ends up claiming. I'll just have the tech end up being developed by a Japaneses corporation, but it's development funded by us.

Sorry about not appearing earlier mate, just had some stuff IRL that I needed to take care of/I just forgot about this. You can have Japan, I'll just take Romania instead.

Well, we are going through test and exam preparation at my school, so I can see the issue. Better for him to focus on grades and passing, rather than crashing and than possibly being temporarily unavailable.
