More specifically, what does his "Council" wants? Ok, you should stay hidden, but then what? What does that say about normal life within a faction? Trade, Political Hierarchies, Familis, etc?

Maybe they don't want to be completely hidden from public themselves, but they do want to hide some of their actions...

The Council is basically a Thieves Guild and wants what all thieves guild's want; to make money. Esus probably wants to corrupt people and increase the power of his followers. This will insure a nice supply of demons.
