Extra civics "falling off" the civic screen.

Okay, well recently I'm getting into modding my own games more and more, and I've started adding new civic options. However, these new options do not appear in the blue area of the civic screen, but instead appear below it. Can anyone tell me how to get these to fit(Either by making the blue box bigger, or rearranging the way civic selections are displayed)

You need to make the panel(s) scrollable.
There are mods around where you can scavenge it.
