How exactly do I go about doing that? Is there like a formula, or is it more like "invest 1 EP to update all the lands to Hyoln-style settings" or whatnot?

Couldn't we expand east? You take the river, we take the east. It's easier for both of us, and you have a vast south, while we only have the river or the east as options.

Our Aggression? there has not been any Aggression toward them on our part. They Expanded into land we had claimed, theirfor they are the Aggressors in this matter. We are quite willing to treat Fellow Bhatoist states with respect, and if they were not a fellow Bhatoist Nation, we would not have offered them any chance for peace until we had completely broken their army. Infact, we are nearing a settlement now.
