Well they changed the character models a bit, the soldier is now a Fireman with the exact same rocket launcher, shotgun, and a fire axe.

They also used many of the sound files from TF2 and the maps from Battlefield: Heroes.

International copyright law doesn't apply in China, so the "creators" of this game are not subject to litigation, at least as far as my knowledge goes.

Technically, not true. However, you have to get the Chinese government to stamp this out. There is no "court" for you to challenge this.

Microsoft had to get the Chinese government to shut down "copy factory" for making illegal copies of Windows OS. We'll see what happens but its possible to do something about it.
