Free Religion without Liberalism?! (or so I thought)

So I'm not sure if it's a bug in K-Mod or if I've broken it (I've got the Egyptian Skin Mod and the Wide CityBar mod running as well...that shouldn't make the save unusable, right?), but I seem to be able to adopt Free Religion despite not having discovered Liberalism. Any thoughts?

P.S. Great mod by the way - I love the AI responding appropriately to cultural encroachment, and the ensuing "tug of war".
