If a thread is closed for review, who exactly Reviews it?

This is probably covered in the rules but when I looked I didn't see it.
 
The moderators. It's just a way of stopping potential problems escalating until a moderator has time to look at a thread properly.
 
If a new user breaks a rule is it recommended for a established member to point out they may want to change that.
 
So long as you aren't saying "you shouldn't troll here" or something similar, it ought to be okay if you're friendly about it, but reporting is preferred, and if they have PMs enabled, that's preferred too.
 
I downloaded a really cool scenario from the CIV III scenario's page. I don't know how to get both files from my download site into the CIV conquest folders.

Does this form allow users to contact posters, using their screen names, and ask that a private email get sent to them, without this being considered a violation of the Forum Rules or his or her privacy?

If the user activated it, then you're able to send them an email.
In most cases it's easier to send them a private message, but these will only be activated for you after you passed the bot restrictions of 5 days registration time and 5 posts.
 
Thanks for the info. I see when I clicked on your name, I can add you to my contacts. I guess that would then let me send you a private email? After the 5 days registration and 5 posts (which I'm using this as counting towards, just 2 more to go; thanks for that bit of info as well.):)
 
You don't need to add someone to 'contacts' to send him/her a Private Message :) You just have to cross the 5/5 threshold ;)
 
Why are people here so mean
 
Can rules be retroactively applied, for example, if a thread is bumped?
 
If a mod does not realize it was old (and it was bumped) and the rule did not apply when the post was made can be successfully overturned.
 
Somebody can't be infracted for doing something that wasn't against the rules when they did it. If they are, that is a mistake and would be rectified.

However, if someone bumps an old thread in order to resurrect some earlier post that wasn't infractible at the time but is now infractible, that bump could be infractible if it was done for that purpose.

Aren't, unnecessary, bumps seen as spamposts and always, at the least, infracted?
