This happened in my recent game, caused through a AP vote (which i've never seen before btw). Monty was up to his usual antics, attacking the only friend he had in the known world

After this, he didn't cause anyone to much trouble!

Giggles & Hatty with defensive pact & NO open borders!!!???

Indeed, the defensive pact was caused by an AP vote, everyone except Monty had the AP religion in some of their cities. I usually hate the AP, however it turned out nicely in this game!

Save for the fact that the U.S. has been involved in an armed conflict somewhere in the world during that entire time, it sure has!

Anyway, I already was in a situation like that ( me, my vassal Hatty, Cathy and Boudi ... only hatty was not part of the AP ) and war still broke out. In your situation , you only need that someone thinks that monty is a tasty snack...

That or the AP calling a crusade vs Monty

I was actually wondering what happens if someone declares war (aside from Monty) in this situation. Because it didn't, I don't even know.

Are all the DP's null & void, every Civ going back to defending itself?

I think the following would happen ...

you declare war on Hatty
all of your defensive pacts are canceled (because you declared)
all of hatty's defensive pacts are activated (because she was declared on)
you are at war with everyone excluding monty

Ofc. MAD works, we haven't had a single Nuclear weapon used on a sovereign state since WW2 where only one power had nuclear weapons. And there never was an full-scale invasion on either USA or the Soviet Union.

Add also that Monty will randomly DoW like always & you'll get a world war!

U.S. and USSR fought each other by proxy which is what they preferred. Neither power wanted a full-scale war. They just wanted to have good reasons to justify the arms expenditures at home. A powerful "evil doer" is great for convincing normally rational people to spend obscene amounts of money on weapons. This provides nearly unlimited capital and profit for the investors in the companies that produce the weapons, and as most people know it's all about money in the end.
