I'm wondering the same. I do recall getting a event in that game about a man and something to do with my current religion. I am pretty sure I chose the option for a free specialist in exchange for +1 unhappy.

That event is stupid. They can get whiny because the jail isn't good enough but no jail at all and they just as cool and never bothered with the lack of it.
