The watermill in the tile where the worker is looks a lot like a theatre .... but that is probably just my lack of knowledge about Russian industrial architecture :p

Oh and that railroad 2 NE of the city looks extremely useful.... wait this is the time of Stalin, so it not that away from RL :p

I'll go ahead and give a hint: Per Albin Hansson is the leader of Sweden
and an answer: I'm not an expert on [civ4] transport systems, but the railroad to the NW of the city is adjacent to another railroad, but they're not connecting.
 
The Worker? As someone who has had the "pleasure" of being in Novosibirsk, I don't believe anyone has actually worked or improved anything there in over 50 years. :D
