There's no sign of work on a patch since the September update. I expect new content to be announced in late November (could be a third expansion, could be smaller DLC), and that the next patch will come with the release of that content (February if an expansion, probably earlier if smaller DLC). But that's just my guess, no proof of such a schedule.

An XP3 seems like a good option right now. PC fans are clamoring for more content. Switch and iOS players are only just getting the XPs now. Meanwhile, the game is just opening up for the other consoles.

I dont think there is enough time till februari for a third expansion. Perhaps a patch with the size of the summer patch coupled with 4/5 civs. Making it an exciting double sized quarterly update or a small expansion.
As much as i would be excited about missing civilisations coming back to civ 6. I dont think the game needs much more content. Just improving some halfbaked systems. Which wont be exciting to sell for firaxis PR but it is what the game needs most.

The other expansion components were revealed on SteamDB before this point, yes. But the GS components were revealed later than the RnF components were, so it's not like there has been consistancy. Also, if I recall correctly, the appearance of the GS components presaged the appearance of AssemblingTyphoon on these forums. So Firaxis now has an incentive not to tip their hand on SteamDB.

The survey was released too late to apply to anything already in the works. To meet a February release date, Firaxis would have had to have people working on XP3 all this time.
I believe the survey applies to their post-XP content. They’re at the unprecedented point of maintaining game content for a longer lifespan than previous games and were likely seeking fan input to that end.
