- All come to order please!
The chamber slowly settled down. The recent news had all members of the assembly worried.
-I move to hear the report from the acting admiral
-Second!
After all the procedures were done, during which the Admiral was thinking that it is a surprise how this kind of buracratic government managed to survive this long, he finally stood up to the podium and delivered his report. It was short and simple - expansion brought Lentis more resources, but our wors fears came true - we found enemies, and these enemies are stronger than we are. Simple.
After the assembly settled down again the Admiral left. He had nothing to do with this so called Assembly, they could argue all they want, and make desisions all they want, he needs to be with his Black fleet out there, near the border with the Changling space, preparing for the inevitable war.

Orders:
1.Use the exploration vessels to go west from the new planets, through the chain of unexplored worlds, claiming unsettled lands for Lentis, and offer any intelligent species to join the Confederation
2. Upgrade Lentis to City World -5 GC
3. Build heavy defence platforms around the world closest to the Changlings -2 GC
4. Build 1 Drednought and 1 carrier
5. Move all ships to the planet closest to Changling space

IC:

Life went about just fine amongst the Ferengi. Everybody ignored the new encounters, as soon as it was established they did not come to trade. Business went just as fine, and to the Ferengi, it (business) was very addictive - like crack, NESing and Civilization III for early 21st century people of the future Earth Federation. The cruisers were in the space docks safely, just for the show really.

It was then that suddenly, from the orbit, massed energy artillery barrage of the Battleship "Ragnarok" started. The skyscrappers were collapsing, and dropships begun to fall into the shell craters. Varangar storm troopers destroyed all and any attempts of self defense in what was left from the city, taking minimal casualties (one Varangar accidentally stepped on an unexploded shell).

Soon enough, takeover was complete.

Orders:
- Get 40 more Exploration Craft.
- Upgrade my homeplant to City World.
- Upgrade my northmost planet to the next level (industrialized?).
- Base the military at Attara, my homeworld.
- 20 Exploration Craft are to explore northwards at full speed!
- 40 remaining Exploration crafts are to explore in all remaining directions.

STORY:

Jurenz had never seen the Khan this angry. Not even after the failed assassination attempt.

“Those Gladnosting Robots!” He raged. “How dare they resist the integration into the Khanate? They deserve nothing better than to rust at the bottom of the Benzine Bog! What the flux will happen if the people find out? They are already clamoring for more representation, and that type of mizorandizz!”

Jurenz, the able aide to the Khan, wearily tried to smooth the Great Leader’s ruffled feathers.

“Perhaps this is a warning from Katan and the other Heavenly Elders,” he suggested. “Maybe, in their infinite love for You, their anointed Son, they were pointing out that the galaxy is filled with dangers much more powerful than we currently are. Perhaps the…..”

“I get the picture Varez,” the Khan blasted. He had never remembered Jurenz’s name correctly. “The important thing is to learn from our mi…..no, the Admirals’ mistake. I assume they have been dealt with?”

“Yes, Great Leader,” Jurenz quickly replied. “Lunar Concentration Camp Zeta Entsworth.”

“And do the people have any inkling? What dizz are we putting out again?”

Jurenz smiled. “The Admirals led a successful War of Annihilation against the Kaloori, a cannibalistic race that sought to devour the Mizoran people, children first. Unfortunately, many men and ships were lost in that valiant struggle.” Another smile.

“Excellent. That’s very good. Those Ministry of Information guys are due a bonus for that one.” The Khan was always generous when the work of His underlings particularly pleased Him.

Admiral Benlith, recently promoted to the Grand Admiralcy upon the death of his 7 immediate superiors (a fact that Benlith cheerfully ignored), surveyed the information on the screen in front of him. It was dismaying. Two large new Empires, most likely warlike. A decimated Space Fleet. Long borders to patrol, as well as new expansion teams to escort.

As loyal to the Great Khan as Benlith wanted to be, disloyal thoughts crept into the back of his mind.

“The Khan is mad.” “He is a tyrant.” “There were no Kaloori.”

“YES THERE WERE!” he stood up and screamed. Much to his embarassment, he had just yelled at a figment of his imagination. Shamed, he settled back down in his chair to think over these things.

He could not deny that he felt they were expanding too fast, especially in light of recently discovered threats.

And yet, something inside of him, his conditioning, wouldn’t allow him to think openly of criticizing the Khan. The Great Leader might read his thoughts, Benlith reasoned. He may send a plague upon my house, and my poor wives have enough trouble as it is.

And so, he cheerfully went back to his duties, having dispelled all disloyalty from his mind.

Or so he thought…..

The Headblurb of the Khan’s Voice Daily News was so unexpected that N’vinny had to take a second glance.

“GREAT KHAN ANNOUNCES HOMESTEAD DECREE, PART OF GREATER SPACE INITIATIVE”

After scrolling through the story, N’vinny was awed and excited. The Great Khan, may His name be eternally praised, had proclaimed that the planets of Harbenda and Amonalta were to be colonized by Mizoran citizens, with the Khan paying the bill! All that was needed was volunteers.

N’vinny knew they would get more than they needed. Mizora Prime was crowded, and offered no outlet for the wanderlust, pioneering genes that had been passed down through the ages. Many would have paid for the chance to go, and now the Great Khan was graciously offering them free transport, land, and starting supplies! All Blessings be upon His Head!

Seven weeks later, N’vinny stood in line with his two wives and his child, waiting to board the Interstellar Transport Ship Rrzing. The excitement of going to Harbenda to start a new life, with all of the land and opportunity he could imagine, lay a few short days away. To have the honor of being in the first group of Colonists, that would deliver his name to history. In 5,000 years, when his descendants looking up their family tree, they could be proud that they were from one of the Originals.

All was right in the world.

'...and so the Theocracy met two more neighbours in this period and these blocked peaceful expansion to the zown and rimwards (see footnote). A new leader had obtained power of the Theocracy and Oliyet was unaccustomed to leadership and felt insecure, he thus ordered the building of 8 battleships to protect the Empire and also upgraded two planets including the homewolrd of Aphraea and Tolyn...'

Footnote: To those unlearned who read this, the galaxy rotates about the centre, noyt refers to the direction this rotation occurs and so by travelling noyt you are travelling in the same direction as the galaxy (clockwise), travelling zown is to travel against this rotation (anti-clockwise). Travelling rostwards is to travel into the centre of the galaxy, travelling rimwards to travel away from this centre.

Build 8 Battleships with my remaining 4 gold. My fleets should patrol my borders focusing on the borders with other civs and where my larger planets are.

Peace would be good with us. Our planet has been at war for too long(civil war ended just before you invaded). We will agree to peace. An embassy will be set up on your home world.

switiching governments once in a while, say every 10 turns, won't due much damage. But changing too much, or from one extreme to the other may cause great shifts(loyalits etc). A hive changing their governemnt will be worse than any other government. The hivee only knows to exist as a hive, changing to an imperial government for expample, the closest tihng, still would have entire systems left out as disconnection to the hive can be lethal.

- The Discovery of Earth -

A lonely riechstag exploration vessel slowly moved through the darkness of space, in an uncharted frontier of the Riechstag. All was thought to be empty here, a future area of Riechstag exploration. The ship's captain, Otto Hotzendorff, sat quietly on the bridge, drinking a cup of coffee and looking at scan reports. All quiet on the western front, or so it seemed...

Hotzendorff was reading his scan reports for a large asteriod, when suddenly, he was interrupted by his communications officer.

"Sir, it seems as if someone is hailing us! Should i put it through?"

"Hailing us?! This system is supposed to be empty! Verywell, put them through"

The ships main viewscreen flashed to life as the shutter doors opened, and on that screen, was a human...

"Hello commander of the," he looked to his reports "Riechstag Navy Korps, we bid you good welcome from the United Earth Federation."

Earth. Hotzendorff nearly sprayed his coffee all over the bridge.

"Earth... Our peoples left Earth hundreds of years ago, there is no more Earth!"

"Yes, the Federation knows of your Exodus years ago, when most of the population left to the stars, in search of a better world than the cess pool that was earth at the time, but the humans regrouped, and now we are strong once more. We welcome you, our brothers, to the system of the Earth Federation..."

With that, A Riechstag Battleship appeared immediately near the Exploration vehicle, just arriving out of Hyperspace after hearing of this joyous news...

Talks continued well into the week and the peoples of both governments rejoiced, Grand celebrations were held in Neu Deustchland and Earth, celebrating this joyous moment of discovery.. distant relatives retraced their bloodlines and met, while others remained suspicious of Earth, saying that the Riechstag should keep its distance. This was proposterous to the rest of the republic, and the citizens rejoiced. this would be a new era for our fledgling space republic.

Orders:

1) Expand in All directions possible, Build 20 more Exploration vessels (-1 GC)

2) Continue talks with the Earth Federation, fostering bonds between our two nations.

3) Continue improving the R. N. K. Orders are as follow:

Perseid Republic

On the fringes of the Perseid Republic's borders, a new issue broke out. The Akinean Republic embraced the planet of Botha, but apparently the Bothan Government disagreed and fled, asking the Perseids for help and sanctuary.

The Perseid Senate and the Triumvirate accepted the Bothan Delegate to plead the case of his Government-in-exile.

Note: From AIM - content such as screennames, off-topic banter, and things not related to the case or the results have been edited out but just in case you all know, the Pro-Akinean Attorney was represented by me and the Bothan was warman over AIM. The Triumvirate intro that i put in here was put in just to add something to my overall story to make it like an official court hearing or something. I detailed the process to, again, make it more official. I put in planet names but, other than for the homeworld - Perseia - it is insignificant as to which planet is which on the map, although I may have some ideas about that later....

Triumvirate of the Perseid Republic
The Triumvirate and the Senate of the Perseid Republic will now preside over the hearings of the Bothan Government vs. Akinean Republic dispute. We will begin with the case of the Akinean Republic. The Attorney was appointed by a neutral committee and has been counseled extensively on the issue and the case by the Akinean diplomats who chose to allow a neutral attorney to present their case. Then, we will hear the case of the Bothan Government, represented by a Bothan delegate of the exiled Bothan Government.
After the Bothan's concluding statements, the Senators of the 5 member planets of Marangia, Caldrona, New Vajiria, New Castalia, and Perseia, will each discuss the issue and place their votes, followed by the votes of the Triumvirate. Each planet has 5 Senators - 4 Representative Senators and 1 Speaker Senator. Once they discuss the issue, the 4 Representative Senators will vote, followed by the vote of the Speaker Senator; in case of a tie between the Representatives, the Speaker will break the tie. The Speaker will then present the final decision of the Senatorial delegation of his or her respective world. Then the Castalian, Vajirian, and finally the Perseid Triumvir will each cast his or her vote. The final result will be tallied and the official stance of the Perseid Republic will be made known.
The hearings will now begin, with the Pro-Akinean Attorney.

The Akinean Republic, by moving into your homeworld, can not only provide protection from any threats from other hostiles that may appear in the galaxy, but also provide for better education, more rights, better lifestyles.
In addition, the Akinean Republic is, like our Perseid Republic, a democratic union of planets represented equally in a legislative body.
Botha would not be overlooked.
Rather than a step-down, Bothan membership in the Akinean Republic is a stepup.
What was the government on Botha prior to what you term to be the Akinean "invasion"?

Seems like a very disunited government. Membership in the Akinean Republic will surely provide more planetary unity as well as allow some flexibility for Bothan self-government.

While the idea of security against outside threats seems like a blessing, it is not. We will have no defense force of our own, all protection will be under complete Akinean control. If they wanted to, they could let our planet fall.
Our educational systems, rights and lifestyles were just fine.
we do not see a need to be part of a larger union, of which we will have little power, the Akineans themsleves control an overwhelming majority in their senate.
The poeple of our world do not like the idea of beign controled, however "representative" we are.
Although we will be under one banner, it will not be our own.
We will not be in control any longer... They will.
On one last note for the Bothans. We are a people who love freedom more than anything, the majority of nations on our planet(17/21) are democracies. 3 are one party states, and only 1 is a dictatorship, recently, before the war, being stripped from the Bothan League. We know what representation is. And what the Akineans want is not that; it is our subjugation, so our planet will help their economy, not ours.
They are not looking for our best interests but in theirs. The Bothans rest.

We don't blame you for being angered that the Bothan Government will not get help from us, but there is no reason for you to disrespect our processes by implying that we had rigged this vote. Had the vote been rigged or had we made a deal with the Akinean Republic prior to this hearing, the vote would not have been as split as it had been. Only 2 more votes in your favor and you would have won the case. The fact that it was a 5 to 3 vote is testament to the fact that the process was not rigged in any way and that it was indeed fair and democratic.
The Senate and the Triumvirate rule in favor of Akinean Republic's legitimacy.
The Bothan people will be allowed to pass through or live freely in Perseid Republic. Immigration or Emigration laws regarding Bothans will not be different from any Immigration or Emigration laws regarding Akineans or anyone else for that matter. Should Bothans immigrate into the Perseid Republic, they will be treated fairly and equally and their presence will be acknowledged in the Senate. However, as with any other newcomer peoples, any separatistic tendencies will not be accepted or ignored and fierce retribution will come to any attempts to carve out a new independent nation out of the Perseid Republic.
The Bothan Government will not be given any kind of support or sanctuary.
The decision is final and the case is closed.

After the case, a dispute with the Akinean Republic itself had to be taken care of. Two uncolonized planets between the two republics were claimed by both the Perseids and the Akineans. The result of the case encouraged a quick and peaceful settlement of the dispute and even a Non-Aggression Pact. The map is attached.
