I like the ebb and flow system.
I also like ~100 year turns, but if the updates are going to be "split up" why do it arbitrarily. Instead, I'd do it by some "turning point events" and not nessacerily limit it to 4 maps or 4 parts
Example: 1900's Update
1800s update just ended at the declaration of WWI, having started at the Congress of Vienna. Before that, they update had been from the Death of the Louis the Sun King to the beginning of the Congress. We can assume some die hard crazy player ordered Napoleaon escape and led another army to reconquer Europe, and Bird struck that down at Waterloo. The Congress had been done by the players, and the update had gone well. This update would go from WWI to 9/11.
Update "1"To the end of WW1 (map)
Update "2"To the start of WW2 (map)
Update "3"To the end of ww2 (map)
Update "4"to the fall of the Soviet Union. (map)
Update "5" to 9/11 (map)
Diplomacy would then be conducted and then the next turn would start.

Also, if people have different year systems, would you list them all, or just have a base "Future Time Units" and have a conversion chart for other culture's time units.
