Our Immortal Leader(s) are getting revamped in Civ 7, so here's a discussion thread to talk about the new Leader system.

I've tried to be as factual as possible, so my own comments are presented like so:

Official Guide
Sid Meier's Civilization VII lets you choose your leader separately from your civilization, giving you the freedom to create all-new strategies by mixing and matching gameplay bonuses. Each leader possesses a unique ability and can further be improved with customizable attributes earned through gameplay, empowering you to reinforce or pivot your strategy from one Age into the next.
[E]ach Age offers a unique set of available civilizations to play as—but your choice of leader remains the same for the entire match. For multi-Age campaigns, your leader will always stay the same, even as you choose new civilizations for each Age Transition. Having leaders in a match stay consistent across Ages helps bring a sense of 'who' you're playing as or against.
Civilization VII also offers one of Civilization's most diverse rosters yet, from traditional heads of state known for their militaristic might or political prowess, to visionary leaders who made everlasting impacts in philosophy, science, human rights, and more. For players who want to stick to more historical pairings of leaders and civs, an indicator on the civilization selection screen will help make the connection.

Overview
  • You can choose any combination of leader and civ
  • Your leader stays the same throughout the whole game, while you change your civ with each new Age
  • Playing as a certain leader will guarantee certain civ choices during an Age Transition.
    • For example, playing as Amina guarantees Songhai will be an available choice when entering the Exploration Age.

  • There can be multiple versions of the same leader (e.g. Personas)
Each Persona offers a new variant of an existing leader, including a different outfit and background for that leader, new gameplay bonuses, and an alternative agenda that reflects a different side of their personality!
  • Each leader has innate bonuses available from the game start, and also have Traits corresponding to leader Attribute trees (see below)
    • 📝 Do the leader traits (e.g. Diplomatic / Expansionist) effect what Attribute points they gain during the game?

  • Leaders can be upgraded with Attribute points throughout the game, providing permanent bonuses across each age (unlike civs)
  • There are 6 Attribute trees to spend ability points in:
    • Cultural
    • Diplomatic
    • Economic
    • Expansionist
    • Militaristic
    • Scientific
  • Attribute points are earned via Legacy Paths and purchased with Legacy Points during an Age Transition
    • 📝It seems logical that you can also earn Attribute points from other sources, like Wonders and Tech/Civic trees.

There are 6 different categories.

I also mirrored the pictures from the leaders + civs thread into the gallery https://forums.civfanatics.com/medi...m-2024-pictures-leaders-and-civilizations.80/ , and the leader traits are on various screenshots (thanks to @Giskler ).
 
Some observations:

  • The Leader Attributes that you can gain remind me of Civ 5's policy trees, and judging by how the culture policies seem to stack, it's probably best if you pick one tree to develop completely.
  • The capstone ability is repeatable (and looks BUSTED if repeatable)
  • The game distinguishes between Towns and Distant Lands - is the latter colonies or territories?
  • Legacy Points appear to have different flavours (there are cultural points and wildcard points)

The important questions to ask are

  • Are these trees the same for every leader?
  • Do these trees stay identical between ages?
  • Are these bonuses retained between ages? (specifically: Age 2 and Age 3)
  • Is there a restriction which trees you can develop (as noted by OP)?
  • How do you earn Legacy Points?
  • When can you invest Legacy Points?

Legacy points (which give you one time bonuses in the next Age) are earned by getting close to/achieving "victory conditions" in the Previous Age (The Legacy Paths)

Attribute points (which you spend on Leader) we have seen getting 2 ways
1. Along with the Legacy points (with the flavor depending on the type of victory condition you are getting close to)
2. During Random Events you get choices each one giving a different 'flavor' of Attribute point

I think the @thecrazyscot needs to dig a bit there, but I don't think we have seen any evidence that lhe trees are unique. Each leader has 2 traits, and I would guess that the trees are the same among the leaders.
There are unique civics though.

  • Is there a restriction which trees you can develop (as noted by OP)?

I think the 2 traits of the leader determines which trees you can develop.

This is more speculation based on the current screenshots, and no solid evidence.

There are different “flavors” of Attribute points you get for different things…it seems that is what controls what trees get developed.
 
One thing about "personas" is it lets them re-use the most design-costly element of the game, leader animations, to give you multiple versions of that leader. Napolean looks like he has the same body movements in his "Emperor" persona as in his "Revolutionary" persona--just a different outfit.

So what once put a limit on number of civs the game could offer (leader paired with civ, plus leader-graphics being costly) has now been relaxed a good bit. We can get way more civs because each of them doesn't demand a leader, and more leaders also, in a way, since many can have multiple personas with little extra animation cost.

At some point there will probably be Peaceful Ghandi and Nuclear Ghandi. They might not call the latter one that, but that's what we'll all know him as.
