The only disappointment for me is thus far is the lack of new governors. I was really hoping for one or two new ones.

Not necessarily. Maybe a different civ will have a Civ-UU and a leader-UUIn the site says there will be 8 new civs, 9 new leaders and 9 new UUs. So, Eleanor will have her own UU.
