If both the leaks are fake, Boudica officially will not be the leader of any civ (at least for now)
 
WOW! So much new stuff!!! I think my favorite new features are diplomatic favors, world congress, grievances, dynamic tile yields, and the new tech and civic future era. But there is just so much. I also love that we are finally getting a build queue.
 
As if the poor coastal cities weren't already handicapped enough with less production and barb/Harold raids. Now the inland civs can burn coal and oil ruin their districts from a distance as well.
hopefully the coastal cities have gotten some kind of buff to compensate

From the screenshots it looks like there’s some sort of new industrial harbor.
 
The only disappointment for me is thus far is the lack of new governors. I was really hoping for one or two new ones.

Personally, I think that rebalancing the governors was more important than adding new governors. In most of my Rise & Fall games, I don't really care about the governors. So adding new ones that I still don't care about would be rather pointless. Plus, the current governors cover the different areas of the game pretty well. More governors would probably just create overlap. Making the current governors more useful is better.
 
Does the unique governor imply that Gathering Storm will require Rise and Fall? :sad:
In the past, new expansions include content but not civs of old expansions.
