Possibly the low-lying Kuwait City, but they seem too oil rich for those buildings. Seems to match a lot of Syrian architecture to me. Don't want to put too many guesses down, so my last guess for this round will be Damascus.

The architecture looks to be southern European, and those trees are Mediterranean. Methinks it's somewhere in Spain, but too large of a city. Seville?
