The non-Italian Ragusa is Dubrovnik, which it isn't. I would upload another pictorial clue, but my internet is being screwy, so I can't. You'll just have to keep guessing for now. Eastern Europe is on the right track.

Judging by the ushankas and rifles (I can see a bolt on them, so I assume they are Mosin-Nagants), I assume it is a Russian/former Russian city.
