Yes, Yellow is only stepparent adoption allowed. Meaning you are allowed to adopt the biological children of your partner, but not a "new" kid from the streets.

And Northern Australia changed their status right after the map was made. So it's nothing against them.

I'd be very surprised to see China with so less rice production than a smaller South-America state.
