Close enough. It was the absolute number of incidents of police misconduct in 2009. Derrick has the floor.

There is no data for white.

The map corresponds basically to Wikipedia's list of metro system introduction dates, except Algeria hasn't one. If it's metro system introduction dates, I think his guess was close enough that you should have given him credit there.
 
It would be countries by metro systems. uat2d guessed that it was something to do with trains or subways. I was looking for something a little more specific than that, but he was close enough so its his floor.

Apparently there is a metro system in Algiers that was only completed in 2010. According to Wikipedia it is supposed to be brought into service sometime this year.
