That can't be it, because the UK and France are the same color, but the UK abstained while France voted for it.

It's really difficult to give a hint that's neither too obvious nor misleading. So I'm gonna leave it at "something social" and state the obvious fact that if we could exclude the green category, the map would be more interesting
