^Might be that the red means "10 million or more", or something of that variety.

Seems to be the idea.
The bigger problem is how the map is rather generously elevating the UK and Canada.

Yes, it's Polish populations. Red is 10 million or more, Orange is 900 000 to 9 999 999, Yellow is 100 000 to 899 999, Green is 10 000 to 99999, and Blue is 1000 to 9999, with the source being the Wikipedia page on Polish people.

I'm sure we have more than 1000 Poles here in Belgium. In fact, there are 15 of them living in our street

There's nothing here about Belgian Poles, you probably just live in an area which has most of the Poles in Belgium.
