Bah **** it, i think this is being totally clique so i'll forget about it. I might crop up elsewhere but i really would have enjoyed Russia.
If HQ's policy is first come first served, then you'll have it. I would recommend waiting for the mod's decision first before getting fed up with the system. Mayhaps this can be your first major power experience? After all, most experienced NESers had to get their feet wet in a powerful power before getting used to it (although I personally perfer building up minor powers into great powers)

I rooted them out last turn with my secreat police. Contempt I can you my previous turn order if you want so you get an idea of where I was going.
Oh and Russia is mildly democratic not quite the iron fisted monarchy. And Russia's army sucks that can't be changed without large amounts of money. And I mean massive.

I meant my other country has much more potential, not this NES. Probably should have been worded "An Argentina with alot more potential in another NES" but whatever. And please dont call me a noob as I have been NESing a while now, just not very often.
