Has this start been edited?

Somebody I know recently sent me this image of a start location on Fractal (I believe?). I originally just glanced at it and concluded that it was insane, but upon closer inspection I see two indicators that it was doctored.
  1. The river just to the right of the coastal sheep tile appears to be a river origin/headwater and not the graphic for a river delta that flows into the ocean.
  2. I don't believe that gems can appear on forested tiles (only jungle?).
Can anybody confirm this for me? I wanted to be sure before calling him out. Furthermore, is there a document anywhere that details all of the rules for how start locations are generated?

As far as I know that start was definitely edited, for the reasons you mentioned, assuming it is supposed to be a Fractal map. There are map scripts that use different rules than the ones that Fractal uses, but I have no idea whether any of them could naturally generate a start like this.
 
Doctored. Gems do not appear on forest nor will forest spawn on a gem tile - jungle will. Rivers are tricky when adding to the map. The river was added adjacent to the sheep tile to complete the route, but then must be removed from that tile resulting in the natural delta.

Can't think of a document specifically regarding rules for normal map scripts. (As Acametis pointed out, scripts exist that don't follow normal rules). I recall a quite recent discussion on the topic but can't recall the thread. Namely someone asking what resources can have forest or jungle growth, or appear in them at the start.
