Hm, can't see the unit actions panel (promotions, available actions, etc)

I have this bug as well...

--Rarely can see the unit window:
------Workers must work by hotkey
------Soldiers cannot be promoted

--When the window CAN be seen:
------It often lists the wrong unit
------When it is the right unit, you still do not get the promotion work button

--Sometimes when the window can be seen, the unit promotion window is visible:
------It is usually empty, totally blank
------When it does let you promote (1 out of every 50odd times it should have), you got that opportunity on a new earned promotion - but you lost the first promotions you could not spend.

--The mouseover tiles often does not work:
------Hovering the mouse over tiles does not show information about the tile if a worker has worked it but not finished the work

--Finishing research and selecting new research does not clear the 'choose research' button, enabling new turn to begin:
------The tech list on the upper left continues to list the techs, including the 'blue bubbley' one selected
------The 'end turn' button continues to say 'choose research'.

If you haven't already done so, verify your cache (Steam --> Library --> Games --> Right-click on Civ 5 --> Properties --> Local Files --> Verify integrity of Game Cache).

--Nice feature of Steam I was unaware of. I had to run it several times to get it to reupdate one file. Normal no-mod games now work correctly until a mod game is run - which may also run fine depending on enabled mods. This time by selecting various mods, starting a game, restarting and re updating the cache at each restart, it is clear this bug is caused soley by v5 of Economy Mod.

Thank you for the cache advice, I wasnt aware of this function with Steam and its rather handy.

It's a bug with the latest patch. This mod is not compatible with the patch, and will be updated; My first priority, however, is RifE, and I am trying to get a patch out for it.
