Eric: I know there is no movement by Russia on the first pre-turn. Can Russia attack German forces on turn 2?

Sorry Spartaca, I got that wrong. Since we are using version 2.09A you
should be able to attack without restriction on the December turn. There
is an explanation of all this in the HOF thread, post #71 if you are curious.
I will remove that from the house rules.
