Water vapor is the gaseous form of H2O. Have you ever seen a cloud you could see through? Such a cloud is partially thin, and the cloud is the visible aggregate of water vapor molecules. Such a gas does not "expand to fill whatever space it can", because of wind currents, temperature and density differences, and other atmospheric factors.
