Hotfix and a New Beta Version (4-5)

Hey all,

Two versions inbound.

One, a hotfix for games on 3-31b. Should be savegame compatible. No gameplay changes, just a fix for a few game-breakings bugs that slipped past my tests. Link: https://mega.nz/#!HJslwCYC!PPYAQP_NcKvKab-dEH5sj3L7pXwchGXZlE3i4VS7jfg

Two, a new beta version with the following changes:

  • City defense now no longer scales with city population - health scales instead (10 city health per citizen in the city, in total) - should help with crime unhappiness and offers a different dynamic for city defense
  • Paratroopers are subject to interception from air units when paradropping in
  • God of Expanse border growth faith bumped to 18 (was 15)

Not savegame compatible. The new version obviously contains the hotfix bugfixes. :)

Attacks on parachutists
, as defined by the law of war, is when pilots, aircrews, and passengers are attacked while descending by parachute from disabled aircraft during wartime. This practice is considered by most militaries around the world to be inhumane, barbaric, and unchivalrous, that it is unnecessary killing (the attacked personnel would eventually become POWs if parachuted over enemy territory), and that it is contrary to fair play. Attacking parachutists from aircraft in distress is a war crime under the Protocol I addition to the 1949 Geneva Conventions. Firing on airborne forces who are descending by parachute is not prohibited.

I thought Gazebo was adding in war crimes. Is fine.
 
Unhappiness from Crime will generally be lower now, with no compensating increase in unhappiness elsewhere, yes? So more Happiness to go around in general?

Paratroopers are definitely airborne forces and not fleeing disabled aircraft, so they're fair game.
 
I think it would be pretty cool if there was a Geneva Convention in the World Congress that changed some rules about war. Like non-nuclear proliferation, but with razing and pillaging.

Looking through the defines I see 'CITY_STRENGTH_POPULATION_CHANGE' has dropped from 20 to 5, I was expecting 0 (or maybe 10), now I'm curious does pop still contribute a little to city's defense, is this parameter no longer revelant or is it somehow used to calculate the health by citizen bonus ? Just asking because I normally play with custom values for defense and health, lower bases, higher scaling.
 
The city defense change makes intuitive sense, but does it make cities easier or harder to capture? What's the intent of the change?
