Valka, I'm with you as soon as we ban trucks, buses, cars, factories, campfires, anything that produces noxious exhaust, Glow by J.Lo, and flatulence. Until then, a cigarette is a negligibly small part of the problem.
The vast majority of people can live through these things. I'm sorry you can't, but we can't go outlawing everything that bothers anyone.
They shouldn't be letting the folks on that hill smoke, though. And considerate smokers aren't smoking on that hill.
