Clarification: A Deputy is “appointed” when there is no Deputy elected (single candidate election) or a vacancy is caused by a Deputy retiring or being promoted.

This topic was discussed here.

This poll will run for 48 hours, ending 17:50 GMT on Thursday, May 30.

I support a council confirmation vote. I think that anyone who may hold power in our nation should have been confirmed in some manner.

I think a council confirmation would suffice for this (now seemingly) rare instance.

How about the second place vote becomes the deputy. This seems to happen anyway.
In the case of no voting (such as Military dept term 3) the deputy should be appointed and then ratified by council. If there are no nominations from the citizenry it might indicate that most people don't care.

Thanks for the clarification. I kept crashing when I opened the other link. :( I think my computer at work has some real RAM problems :(
