In my current game as Sweden, I have finally built Skolas and finished rationalism. I'm about to pick my ideology, and I'm the third civ to do so. I'm torn between picking order for early adopter bonus (2 free policies) or freedom to synergize with rationalism (but only getting 1 free policy). My question is, how can you tell how public opinion will turn out? At what level of cultural influence do you start seeing the unhappiness malus?
How to gauge public opinion before choosing ideology?

look at the 1st and 2nd civ's cultural level over you and your cultural level over theirs. If there is a difference, that's how much "public opinion" you get. If one is influential over you and you're barely just exotic. You're going to get 2 public opinion penalties.

I don't really like save scumming in Civ. And besides, it would be good to know for all future games and it's good to have a deeper understanding of an integral part of the late game.
