I want to play Civ,but these barbarians keeps kicking my ass!

I really think chill barbs should decrease camp density rather than lower the rate. If you don't turn on chill barbs, you can can get raided so much so fast you never complete anything (went warrior first and didn't finish it till turn 15 on standard), and even with chill barbs there are so many camps that nothing competes with Authority.

My biggest problem with the current state of barbs is that luck is too big a factor depending on your start, leading to frustration on one end, and runaways on the other. The counter-argument would be that open areas look pretty appealing if you spawn close to three other civs... or that going Authority with wide-open barb spaces could be viewed not as something forced, but something optimal.

There is only so much you can do regarding luck and start position. We do get a grace period where you can allow barbarians to hit your city (even if its really short on higher difficulties), which is a nice touch

And there are a few civs who love to see barbarians everywhere

Agreed, hence my counter-arguments. My own frustration sometimes results from refusing to be flexible, and veer from my optimal start routine.
