Now that article gives me hope.
I was hoping for a Day and Night cycle, which made no sense to have, but I thought would be a nice aesthetic effect for the world, and they have added it in, with saying modders will be able to use this as well, so this gives me hope that the engine will have some kind of effects.
I still think they could have made the game more readable and clear without going so far out and so extreme cartoony. But let's see...

I geniunely think that all it takes is just a slight change of color correction. I've seen the mockups other people did where they just make edits to the picture, looks way better.
But I think they want the specific yield-color-coordinations to pop out more.
this is the best news about the games look so far
from the article
The other major visual style element that Busatti’s extremely proud of is a callback to Civilization IV. “We had those pre-rended Wonder movies that show a sort of time-lapse photography sunrise to sunset. Everybody really liked those, and we got a lot of comments that they missed those as a reward for building Wonders,” he recalls. “So now we’re doing those in-game. Wonders actually have very intricate build sequences, so as you’re building Wonders over time you can see a certain percentage that’s done by looking at them massing. But when you’re done you’re rewarded by this movie – actually, the time of day in the world changes. So it goes from night to sunrise, so you see all the bricks building up in place until you get to sunset. Or some of the wonders end at night because they’re lit. And it’s all in-game in your world, and you can see all your buildings around it. It makes the world seem more alive, and that’s something we’ve put a lot of effort into.”
not thrilled with what so far looks "cartoony" ,but this would show a LOT of thought has been put in to the games look
Well, reading the article does gives me hope i can live with it. It does have its advantages which are really cool. Especcialy more unit designs for each unit type.
This topic will be a very hot potato till launch do i suspect.
I don't accept their explanation for choosing this cartoony art design.
They could have simply change the graphics as you zoom out to make it look clearer.
For example they could have transformed several horsemen into one large horseman when you zoom out just like it is done in "Fantasy Wars" game.
In my opinion, they wanted to use the same game engine on PC as well as tablets and mobile phones.
So they went with the cartoony graphics that are much less demanding on tablets.
My concern is that they also sacrificed the gameplay by making it more simplistic so it fits well for tablets.
Civ 5 is more simplistic than Civ 4 and it looks like Firaxis continues on that path.
