In the newly set up Grand Senate, the halls and the grounds outside were full of political figures, talking while waiting for the calling for the official opening of the newly create Hall of the Free, where the senators would go to listen to the annual calling of the current matters of the day before going to the hall of the Grand Senate itself to begin the official business of day.

At an otherwise empty very small hall that’s windows overlooked the sunny Parisian cityscape, two political figures had chance to speak their minds without heard. The recordings of this talk came from the only figure in the area; a janitor that so happens had a joint job as a web journalist. The journalist, Victor Allard, was pretending to listen to his earphones while the two figures could speak to each other. The two figures were grand senators Darius Abt and Isabella McCormick. They were both speaking in their German and Irish respectively.

“So...” asked McCormick “what are the current affairs with the trails?”

“They are going smoothly. I heard though that there may be a problem with deciding where the war criminals are to be locked up. We do not wish to mix these particular criminals with the... regular breed but we also going to have to deal with all the figures that enforced the... genocide of the peoples from the French Commune. Such crimes are beyond... evil. However we do not have enough room in our top locked jails for the possibility of more war crimes being committed in the future. We need to prepare.”

“I heard about the new... jail proposal. It was rather insane on the Grand Premier’s part to listen Doctor Paul Foth’s advice. “

“Yes. The idea of suggesting that a prison should be build underneath the Atlantic Ocean is just maddening.”

“Although Mr Roux’s plans to contact both the Justice League of America and the Republic of Coruscant about the possibilities of making this jail for war criminals a joint project. I heard Arthur Orman suggesting that the JLA will do the foundations, the people of Coruscant would provide the technology and the S.U.D.S would provide the administrative systems for the jail. I was not able to figure if he was joking or not.”

“And Abel has sent two of the S.U.D.S’s most intriguing diplomats to suggest this mad building operation. We may as well just ask Coruscant if they could ship Otto and his gang to Pluto.”

“At least on the bright side these meetings may lead us to learn more the Coruscant’s space tech secrets.”

“Presuming our pacts should not get the space tech first.”

“Still the jail crisis has proved to be among the controversial topics of the week.”

“Then you have not heard about plans to ask the Horde about possibilities of allowing us to be able to be setting up a railway between France and Russia through the Horde's land, which was made to deal with the plans that another mad doctor suggested. It is dividing everyone, include the Grand Premier’s mind.”

“What?”

“It is a... I think it might be best to speak in here.” Darius had noticed that the ‘janitor’ was rather still in his work. “Your office?”

“We will begin to speak half way. The halls there will have a few civil servants arguing about the issues of what should the official language of the S.U.D.S be.”

“What language will be the language of our socialist union?” They were both beginning to walk as Darius spoke. “French? Germen? Spanish? Irish? Ancient Greek?”

“English” spoke Isabelle.

Both senators made a gentle laugh before walking off, leaving behind the janitor to pull off his ear phones and check on the recording machine he hid in his coat...

Wasn't that really only done up till IOT IV? Unless its started again recently.

Personally, although it CAN work with a very impartial GM, I think its generally a bad idea, and a VERY bad idea in more complex IOTs. In simpler ones its generally OK, but what if you sneak attack the GM? Can't?
 
A small project since MTC seems to have died off and I promised I'd multitask. For once, I am streamlining the game.

Basic rules are well known. Be respectful, don't violate forum rules, and remember that the God Mobian (GM) is supreme. Failure to follow these rules can result in suspension and eventually banning. I'm a nice guy though so don't worry!

==Starting Out==

Pick 25 territories. Every 5 territories you own gives you another attack each turn. Attacks are used to conquer both occupied and neutral territory.

Expansion is simply a matter of having your army attack a neutral territory. You can expand anywhere, though anywhere not on your home continent incurs the distance penalty - you can only claim five provinces overseas in a single turn. There are no naval or air wing units.

==Battle==

Quite simply when two nations claim the same province or attack eachother, a battle ensues. An RNG from 1 to 6 determines the outcome, with the defender always winning ties RISK-style.

Every unused move each turn (your moves is provinces / 5) will increase your defense by +1 for 5 battles.

That's all.

==Other Stuff==

There are no NPCs at gamestart though they can be created from inactive nations or carved from conquered territory.

Roleplay will be rewarded with goodies, such as better luck in combat, over disputed territories, or extra territory. There is also the ultimate reward: it keeps players interested.

As for where the game goes? Well, you decide that. Unite the world through war or diplomacy, the choice is yours.

This IOT is hardly complex. :p

There's really no spending or such, and no one would sneak attack so long as expansion is in vogue.

Really in simpler IOTs with less need for secret stats and such, there's no real issue from the GM playing as well. A GM usually must remain outside the players because they create random events and whatnot. But I have a standard system for combat and RP bonuses, so there is no real issue.

That and the Raiju are awesome so there. :p

I don't mind you playing, I just don't necessarily think using the very early IOTs (Where we really did not know what we were doing) as percedent is a great idea. "GMs playing" hasn't really been done since 2010.
 
Well, the point of this game is to more or less pay homage to the roots... albeit not so far we descend into anarchy and chaos. AnarchIOTs are humorous to watch but stressful as heck to play.

Personally, I don't think it's fair to be keeping the "Raiju NPC" if it cannot be dissolved. By default, if everyone loses interest in this IOT, then the GM's nation would stand out as the only nation standing. Especially considering since it was a former player controlled nation. How can we be sure that you're going to be fair and impartial considering your history with overpowered NPCs? For all we know, you could easily abuse the RPG award system to give it (The Raiju) an edge against other human players.
