Background (Fallout: Equestria Spoilers):
Red-Eyes is an earth pony who was born and raised in Stable 101. Stable-tec designed Stable 101 to be a safe haven during the Great War should the Zebras decide to rain mega-spells down on Equestria, but they also designed it with a more sinister purpose. Stable-tec had designed each of the stables to carry out a social experiment and the experiment they had placed on Stable 101 was to provide the Stable technology that exceeded that of the Pre-War era and raise the residents in the Earth Pony Way. That is to say, the residents learned that magic is a shortcut and that the right way to do something was through hard work and engineering.
During Red-Eyes lifetime, the Stable opened up to reveal a bleak wasteland and Red-Eyes knew that the only way to bring Equestria back to its former glory entailed massive sacrifice on the part of everypony and he would be the one to make sure that they did it. Red-Eyes recruited the Griffons and began making ponies into slaves that he used to work mines, rebuild factories, and conquer other ponies for slaves.
While the slaves tend to live short brutal lives, Red-Eyes gives his most loyal servants some amounts of freedom and improved them with cybernetic implants. Children born to the slaves are taken away and brainwashed to be ever loyal to Red-Eyes. While magic is used, it is only used when as a last resort when a mundane technique can not accomplish it as well or quick enough to meet needs.
While rebuilding, Red-Eyes discovers the Taint, a magical contaminant that can be used to make him into an Alicorn by fusing himself, a unicorn, and a pegasus. When the opportunity arises, he fuses himself with a unicorn named Littlepip, and a pegasus named Autumn Leaf. Red-Eyes emerged as the dominant personality, while Littlepip sometimes making an appearance to show the compassion that Red-Eyes lacks.
Even with his new found powers, he discovered that he still lacked the ability to make Equestria into a thriving land once again. All is not lost, however, as he found a way to take himself and his followers into a world undamaged by the mega-spells.
