Tsar Boris III died five weeks ago from a long time stomach illness, at the age of 67. On the Bulgarian Throne ascended his son Michael II, who was only 3 years old. All other sons of Boris III had been executed, because Boris wanted Michael to succeed him. So, Michael's mother, the 27 years old Greek Tsarina Maria, was appointed regent. The cousin of the dead Tsar, Peter, however, did not accept this arrangement and supported by the army, he led 40,000 soldiers from Minor Asia on to Tsarograd. The support Peter got from the army came from the fact that he was a General of the Bulgarian army and had personally led the Bulgarian army in it's conquest of Anatolia.

The Patriarch Anthimos excommunicated Maria and gave his support to Peter. Maria send soldiers to arrest the Patriarch, but the mob of Tsarograd assaulted the soldiers and forced them to retreat, allowing the elderly Patriarch to escape to Thessaloniki and organize a revolt against Maria. 50,000 Bulgarian soldiers stationed in the Balkans rose up in revolt and headed on to Tsarograd. So, 40,000 Bulgarian soldiers from Minor Asia and 50,000 from the Balkans, a total of 90,000 men, headed for the Bulgarian capital.

Once both armies arrived outside the city, which was protected only by 10,000 soldiers, the Patriarch Anthimos and Peter met to discuss about the future of the Empire. The two of them agreed to besiege Tsarograd. So, for two weeks, Peter and Anthimos laid siege on the Bulgarian Capital. The mob of Tsarograd was very hostile to Maria, because of it's faith to Patriarch Anthimos and the Orthodox Priests in the City refused to elect a new Patriarch, despite pressure and threats from Maria.

Maria, seeing that the situation was getting worse and worse, made an offer to Peter: she would allow Peter to become Tsar of Bulgaria if he agreed to marry her and did not harm her son. Peter agreed. When the gates of Tsarograd opened, Peter had his soldiers to massacre more than 7,000 of the 10,000 Bulgarian soldiers that had fought on Maria's side and also massacred all officials that had supported Maria. He then married the young Greek Tsarina and adopted Michael as his son. So, Peter became Tsar and took the dynastic title Peter VII.

Hellenization of the Bulgarian Empire

Tsarina Maria, being a young and very beautiful woman, seems to have managed to make Tsar Peter, who is 43 years old, to fall very much in love with her. Peter has given Maria much political power and consults her every time he makes a decision. Maria, being a Greek, pursues an agenda of Hellenizing the Bulgarian Empire. However, this would have been impossible if the Greeks did not already have a high status in the Empire. In the following article, I shall analyze the reasons for the Hellenization of the Bulgarian Empire.

Firstly, one needs to look at the population of the Empire. Much of Greece, Macedonia, Tsarograd, Minor Asia and even Southern Bulgaria is dominated by ethnic Greek populations, and the Greeks form the largest ethnicity of the Empire (the Bulgarians are second). The reason for this is that those areas had been part of the Byzantine Empire for almost 1,000 years before their conquest by Bulgaria. When the Bulgarians conquered Byzantium, they were not able to replace the Greek population with the Bulgarian. Neither were they able to Bulgarize the Greek population, as the majority of Greeks had a higher educational level than the average Bulgarian.

In the first centuries of the Bulgarian Empire (15th - 16th), the Bulgarians discriminated against the Greeks and treated them as lower class citizens, in order to avoid their assimilation by the Greeks. However, Bulgarian Tsars in the later half of the 16th Century and in the 17th century started giving more and more right to the Greeks. In 1576, Greeks were given the same rights as the Bulgarians. In 1625, Greeks were drafted in the army and soon became the majority. In 1643, a Greek named Alexandros Kolokotronis became Chancellor of Bulgaria.

All the while, Bulgarian Nobles adopted the Greek Language, because they considered it the language of the educated while Bulgarian the language of the peasants. So, in 1689 Greek became the official language of the Empire, along with the Bulgarian. In 1701, Greek became the only official language.

Of course, the Empire is called Bulgarian, the Tsar is Bulgarian and the Bulgarians Nobles, even thought they speak Greek, still consider themselves as Bulgarians. However, Tsarina Maria wants to change this. She wants to use the love of Tsar Peter for her to transform the Bulgarian Empire to a Greek one. If she wants to do that, she may not find much opposition except for a few Nobles, who do not hold much power. The Bulgarian Empire is already Hellenic in all but name.

- The following article is written by Georgios Karaiskakis, Chancellor of the Bulgarian Empire. In this, he formally makes known to everyone that he is the new Chancellor of the Empire.

It is my honor to be able to announce to everyone that I have been appointed Chancellor of the Bulgarian Empire. I hope to do my best to serve the Tsar and the Empire. My political program, which is supported by the Tsar, centers around the enlargement of the Bulgarian Army, the building of new Universities and Schools and the implementation of radical reforms to modernize the Empire, including the weakening of the Nobility system and it's replacement with Imperial Examinations, so all able citizens of Bulgaria shall be able to serve the Empire and that positions are given according to the ability of each person and not if he is a Noble or not.

For those who wish to know more about me, here is a short biography: I am 35 years old and I was born in 1689 in Tsarograd from the Greek family of Karaiskakis, which traces itself to the Byzantine Imperial Family of the Komnenos Dynasty. My ancestors had all worked hard for the Tsar and the Empire. I am also a cousin of Tsarina Maria. From 1707 to 1711, I studied in the 'University of Law and Politics' of Tsarograd and graduated with the highest mark. From 1717 to 1721, I worked as a Secretary in the Ministry of Justice and in 1722, I was appointed Minister of War, a position which I held until yesterday, when I was appointed Chancellor of the Empire.

As Secretary of the Minister of Justice, I signed 205 laws, including the banning of the right of Nobles to become Judges without passing examinations. As Minister of War, I enlarged the Bulgarian Army by almost 1000% and oversaw the expansion of the Empire in both Europe and Asia and the Transylvania conflict. During the recent Civil War, I stayed neutral. My reforms and modernization of the Empire shall not offend the Orthodox Church and it shall be done with the cooperation of Patriarch Anthimos. Measures shall also be taken to decrease unemployment, as new ships are being build in the shipyard of Tsarograd. I hope that I shall be able to do great merit to the Empire and the Tsar.
 
The Pirate Lords

The Pirate Lords are a group of Pirates that have pooled their fleets and territories in order to survive in this evolving world of commerce, piracy, and free trade. Basing out of the West Indies and holding unswerving loyalty from those there because of the riches brought in from plunder that rival a CoT, their hold is less secure in areas like Virginia that belong to the Pirate Lords in just about name only. However in return for goods sold to the Pirates at very cheap prices, the Virginian planters get to live a very free life away from the power hungry kings of europe. The Pirate Lords have also managed to essentially buy the corrupt cities of Belgium into swearing loyalty to them, meaning Belgium is left to govern itself while financing the plundering of the Pirate Lords. However the Lords have no taste for war. They want riches, plunder, excitement, and adventure.

Claims: West Indies (Capital), Virginia, Belgium.

Assuming I start off similar to the neo roman empire, I will go off of having 20 IP. Inform me if it should be different. I will also assume I have 2 armies and a 6th rate.

Based on that, the following orders shall apply:

3 IP to upgrade west indies to L3.
3 IP to upgrade Virginia to L2.
2 IP to building a frigate in the west indies.
2 IP to building a schooner in Virginia and Belgium.
4 IP to 2 regulars units.
6 IP to 3 merchants to Venezuela and 3 merchants to Andalusia.

Have the 2 existing armies to march into the 2 provinces to the west of Virginia.

The alliance must include Cordoba for they are our grandest ally.

The Caliph is eager to ensure that no piracy hinders pies trade. As allies to both France and Cordoba, although we yet to enter into a alliance with Bulgaria which will not be a challenge to forge, we are in favour of transforming our alliances into a great alliance pact. For such we invite the Pirates, France, Bulgeria and Cordoba to Cairo, the City of Thousand Minarets, to a meeting to discus the forming of the alliance. We need however both Cordoba and France to especially in this meeting; they will have veto power on the treaty.

In the mean time we will agree to a basic alliance package with the Pirate Lords... till we have sign the most vital of alliance pacts. Five powers invited; it appears we could call this alliance to be forged the Pentagon Pact?
 
Piracy is an illegal practice and we will have no formal relationship with the Pirates of the Atlantic. Should we come in to contact with them they will be treated as criminals.
