The Rules of Combat
Issue:
The die roll system is simple, yet crude, and could possibly use some refining so as to make it more efficient and simplified. The Marian Empire proposes:
1. Instead of the original die system, it be replaced with 5 sets of die rolls(a die roll consisting of two dice, one the attacker and one the defender) : 1 set by the attacker, 1 by the defender, and 3 by a neutral party(whether it be 3 posters or just 1 can be decided on). This gives each side it's own chance of bias, but a neutral party can balance out such bias.
2. The neutral die roller be elected by the UN, and preferably not be the leader of any state.
3. When attacking a non-contiguous nation or part of a nation, the attacker suffers a distance penalty, where the defender's die roll automatically has a 1 added to it. This shall represent the greater headache and disadvantage attacking from a distance can have upon an army. The distance penalty would not apply overland via allies, i.e. the CSA could attack Maryland without penalty, if it was allied with the USA.
4. When an attacker's force is repelled, the defender can choose to counterattack, and the former attacker will lose one from their die roll, to give the counterattacker an advantage. This represents rallying one's soldiers against a retreating enemy, likely with ugly results upon the enemy forces.
