Last time I checked, a full surrender is a military defeat...

The government that made the surrender was no longer the government of Russia as the government had collapsed. We recognize Siberia as the rightful heir to Russian lands. It isn't in our interests for the Horde to gain a foothold in Europe and it isn't in our interests for them to expand so far east they attack Siberia of Japan.

Just out of curiousity, does that include Spain? Technically, I'm in the Western Hemishpere, and I might also be thinking about expanding into Argentina.

The USSR meant the Americans by the Western Hemisphere, since that's most of the land in said hemisphere. Our apologies for the confusion.

in that order. No territorial exchange. No reparations. Just concession to these four nations.

I don't see why I would need to concede defeat, in fact, at this point, the war is in my favor. Everyone at war gets stymied expansion, while at the thread of invasion from everyone else. While I get to sit back in the comfy steppe, with no fear of invasion whatsoever, and get to just watch the world burn.

Nobody surrendered to me, after the Emperor fled his country collapsed into turmoil, which The Horde took as a surrender and walked away. Russia surrendered to my military might no matter how you put it.

You keep talking about "threat of invasion" but I don't have any fears of being invaded. Not because I'm some kind of badass warrior nation but because the political situation globally is largely stable.

That's a political failure. Not defeat.

If no one surrendered, no one surrendered. The government of Russia was defunct when the Emperor fled. As such, there was no surrender. No military victory for anyone.

What if one nation decides to take advantage of this and claim in your soi?

Klein Venedig would like to make it clear that territorial claims within its SoI will be construed as a hostile act towards our nation, and will be treated accordingly. This is not meant as a hostile remark to Japan, but rather as a warning to anyone who is thinking about touching Colombia, Ecuador, and Peru.
 
Now that the accursed Caribbean nation is out of the picture, anyone else at war with me want to sit down like men and have a real peace discussion? I'm talking to the Ottomans, Gruekiller, and Siberia (is there anyone else at war with me?).

Here is the deal I am proposing:
